The Pensacola Outpouring: John Kilpatrick & Steve Hill
The Brownsville Revival (1995–2000) served as the primary vehicle that took the "Toronto Blessing" out of the Vineyard movement and into the mainstream Pentecostal world. It is a case study in how "River" theology was rebranded as a "Great Awakening" for the Assemblies of God denomination.
The Connection: The Father’s Day Outbreak
While the revival is associated with Brownsville Assembly of God in Florida, its "anointing" was a direct import from the UK, which had already "caught" the Toronto Blessing via the Alpha Course hub, Holy Trinity Brompton (HTB).
The London Link: Evangelist Steve Hill visited Holy Trinity Brompton in London just weeks before the revival began. HTB had been "set on fire" by Eleanor Mumford, who had recently returned from the Toronto Airport Vineyard. Hill received a physical "impartation" during his visit to London.
The Outbreak: On June 18, 1995 (Father's Day), Pastor John Kilpatrick invited Steve Hill to guest preach. During the altar call, the "Toronto" manifestations—shaking, falling, and hysterical weeping—broke out. Kilpatrick famously fell to the floor, later stating he felt a "heavy blanket" of glory that kept him incapacitated for hours.
The Result: The Assembly of God "Civil War"
The Brownsville Revival lasted five years and drew over 4 million visitors, but it left a trail of division and theological shifting in its wake.
The Rebranding of Repentance: Unlike the "Refreshing" focus of Toronto, Brownsville emphasized "Repentance." However, critics argue this was a Repentance of Manifestation. To "repent" often meant to physically succumb to the "anointing" (falling or shaking) rather than a cognitive turn from sin.
The "Weight of Glory": John Kilpatrick popularized the idea that God’s presence had a literal, physical weight (the Kabod). This reinforced the Toronto idea that the Holy Spirit is a physical substance that can be "felt" and "measured" by sensory experience.
The BRSM (Brownsville Revival School of Ministry): Similar to Bethel and Iris Global, Brownsville established a school to "impart" the revival to students. This school eventually collapsed following leadership disputes and the cooling of the revival.
Negative Impact Analysis
1. The Division of the Denomination
The "Pensacola Outpouring" forced a wedge into the Assemblies of God (AG). Traditionalists who questioned the animal sounds and "drunken" behavior were often labeled as having a "religious spirit." This created a culture where biblical discernment was equated with spiritual rebellion.
2. The "Counterfeit" Repentance
Critics, such as the Christian Research Institute, noted that the "fruit" of Brownsville was often temporary emotionalism. The high-pressure environment created by Steve Hill’s "mercy seat" calls led to thousands of "re-conversions" by people who were already Christians but felt they needed a physical "touch" to be truly right with God.
3. The Prophetic Failures
John Kilpatrick issued several "prophetic decrees" that failed to materialize, most notably a "prophetic" curse against critics of the revival. When the revival ended in 2000 amidst financial strain and leadership conflict, the "National Awakening" promised by Kilpatrick failed to manifest.
"Hidden in Plain Sight": The Shamanic "Heat"
For this exposé, Kilpatrick and Hill represent the Thermodynamic aspect of the movement. In many shamanic traditions, the "presence of the divine" is marked by extreme physical heat or "fire" that causes the body to shake or convulse.
While Heidi Baker (Iris) acts as the Messenger and Rodney Howard-Browne as the Bartender, John Kilpatrick acted as the High Priest of the Fire. By framing the Toronto manifestations as a "cleansing fire," he made the erratic behaviors of the movement socially acceptable to conservative Pentecostals. This rebranding allowed the "River" to flow into denominations that would have otherwise rejected the "drunkenness" terminology.

“Thus saith the LORD, Stand ye in the ways, and see, and ask for the old paths, where is the good way, and walk therein, and ye shall find rest for your souls. But they said, We will not walk therein.”
